US Backs Global Guidelines for Secure AI System: Embraces – Safeguarding, Denounces – Vulnerability

The pace of progress in generative artificial intelligence (AI) has been unparalleled in secure AI system history. The rapid advancements in this technology have led to a growing divide within the field regarding the potential constraints on AI’s capabilities, especially if it were to achieve full human-level cognition.

However, amidst the discussion surrounding AI and AGI, it is important to acknowledge that beneath the excessive excitement and doomsday predictions, innovation at its core is nothing more than a software application.

Enterprises seeking to incorporate secure AI systems into their operations, as well as companies striving to create and distribute cutting-edge versions, must be well-versed in the recommended protocols for safeguarding against fraud and cyber threats.

This imperative is further emphasized by the recent release of a comprehensive global accord by the U.S., U.K., and numerous other countries, which outlines strategies for securing AI systems from unauthorized individuals and malicious hackers. The agreement strongly advocates for AI developers and manufacturers to prioritize security measures from the very inception of their products and systems.

In a statement, the U.S. Cybersecurity and Infrastructure Security Agency (CISA) emphasized the importance of the publication, which has been jointly endorsed by 23 cybersecurity organizations from both domestic and international spheres. This collaborative effort signifies a significant milestone in addressing the convergence of artificial intelligence (AI), cybersecurity, and critical infrastructure.

Additionally, countries such as Germany, Italy, the Czech Republic, Estonia, Poland, Australia, Chile, Israel, Nigeria, and Singapore have also signed the non-binding agreement titled “Guidelines for secure AI system development.”

Secure AI System Pact

Few national governments, apart from Beijing, have implemented regulations or laws specifically aimed at addressing the risks associated with secure AI systems. The guidelines established by the United States and other countries do not aim to influence aspects such as copyright concerning secure AI system training data or the methods of data collection. Furthermore, these guidelines also refrain from addressing the appropriateness of various AI applications.

Instead, the agreement aims to treat secure AI systems on par with any other software tool, aiming to establish a collective framework of values, strategies, and practices that assist creators and distributors in responsibly utilizing this influential technology as it progresses. The guidelines are categorized into four essential aspects of the secure AI system development life cycle: secure design, secure development, secure deployment, and secure operation and maintenance.


They create a structure for overseeing AI systems and safeguarding them against unauthorized access, along with implementing other recommended measures for safeguarding data and evaluating external vendors. This guarantees that companies involved in the development and utilization of AI can effectively create and implement it in a manner that prioritizes the safety of customers and the general public, preventing any potential misuse.

The U.S. CISA stated that their Guidelines are applicable to all AI systems, not just the advanced ones. They aim to offer recommendations and measures that can assist data scientists, developers, managers, decision-makers, and risk owners in making well-informed choices regarding the secure design, model development, system development, deployment, and operation of their machine learning AI systems.

AI Security Vision

The focus of the multinational agreement is on AI system providers, regardless of whether they are using internal models or external application programming interfaces. This agreement follows the White House’s executive order on AI from last month. To effectively implement AI regulation in the United States, Western observers believe that there must be a continuous interaction between the government, the private sector, and other relevant organizations.

By treating AI systems as software infrastructures, the agreement takes the first step in compartmentalizing and addressing specific vulnerabilities and potential attack vectors that could lead to abuse when deployed within an enterprise setting.
